Federal resumes are not civilian resumes with a different header. They require specific information that private-sector resumes never include: hours worked per week, supervisor names and phone numbers, detailed duty descriptions that map to OPM qualification standards, and — as of September 2025 — all of this compressed into a strict two-page limit.

The two-page limit, part of OPM's Merit Hiring Plan, changed the federal resume landscape overnight. If the only resume received is longer than two pages, the applicant is ineligible for further consideration.

For a company with 50+ years of experience, the relatively low review volume and mixed ratings raise questions. The website is also difficult to navigate, which matters less for the resume but more for the customer experience.

Empire Resume

Empire Resume is the budget option, founded in 2011 by a former USAF Captain with a PhD in Business Administration. Their military packages range from $249 to $349 before a $25 military discount, making them the most affordable professional writing service on this list. Turnaround is 3 business days — the fastest by far.

Reviews are strong: 5 out of 5 on Google with 207 reviews, 5 out of 5 on Bark with 86 reviews. They offer a 100% satisfaction guarantee with free revisions at 30 and 60 days post-delivery.

The limitation: Empire Resume specializes in military-to-civilian transitions, not specifically in federal resume writing. If you are applying to USAJOBS and need OPM-compliant formatting with proper KSA integration and hours-per-week documentation, confirm during your consultation that their writers handle federal format specifically. Their marketing emphasizes civilian sector placement over federal. If your primary goal is a federal position, make sure the writer assigned to your project has specific USAJOBS and OPM compliance experience.
